The Windfells Owl is...an Owl from the Windfells. If you're new-ish to LOTRO, then you may or may not have been to Enedwaith, which is where that area is found
.
Do you remember seeing any Owls while in the Windfells? Me neither. But they were clearly watching us, with those red eyes of theirs. As if Enedwaith didn't have enough weirdness going on.

The Windfells Goat is a mount, but is not from Fall Festival. You can acquire it for 
Mithril Coins during the Anniversary Event.
