The Green Ceremonial Dress is one of a few from the LOTRO Farmers Faire that you have to acquire for both 
Tokens and... a fish.
For this one, you will need:

× 1 Celebhal (fish)
You can only acquire Celebhal through the fishing quests during the Faire. These fish can be found in the river/dock at Celondim (during the quest there).
Green Ceremonial Dress is Undyable
You cannot dye this cosmetic. It shall remain green forever! But it is a striking green and so, for once, I think I'll actually acquire this one.
